Petition to #Brepeat botched?

A petition to repeat the referendum is currently gaining momentum out there with very interesting geographic distribution. The text of the petition is as follows

EU Referendum Rules triggering a 2nd EU Referendum

We the undersigned call upon HM Government to implement a rule that if the remain or leave vote is less than 60% based a turnout less than 75% there should be another referendum.

I think this is a botched text: if the remain or leave vote is less than 60% based a turnout less than 75% there should be another referendum. The condition ” if the remain or leave vote is less than 60%”  is always satisfied since not both share can be above 60%. Am I missing something here? I guess what they mean to say is that for a referendum outcome on an issue as important as this at least 75% of people must have participated (representative) and at least 60% of the people must vote for the winning option (clear difference). With a text such this the petition is botched irrelevantly of the massive participation.
